A new animal shelter for Toccoa and Stephens County takes a huge step forward. A groundbreaking ceremony for the new shelter was held Monday afternoon at the site of the new facility, next to the old Stephens County Jails on Scenic Drive. A Georgia Department of Correction inmate construction crew will build the facility.
